CONVENTION LOGISTICS - WHAT YOU NEED TO KNOW

Hotel check in is at 4:00 PM and check out is at 11:00 AM. Guests arriving before 4:00 PM will be accommodated as rooms become available. Hotel staff can arrange to check baggage for guests arriving early.

If you are flying into Orlando, you may find that using rideshares (Uber, Lyft, etc.) is the most affordable option to get you from the airport to the hotel. It will cost you approximately $35-40 one way. Those using rideshare services should verify they are arriving at the correct hotel (You do not want to arrive at the North hotel):

If you are driving or renting a car to join us at the event, there is parking available at the hotel for $10 per night. The $10 rate is only if you are a guest at the property AND used our booking link OR mentioned the event when booking on the phone.

Convention officially begins at 3PM with Convention Committee meetings. Committee meetings and locations will be posted in the program guide. If you have not been assigned to a specific committee you are welcome to join the conversation of your choice.
The opening of the 66th Convention will begin at 6:30 PM followed by Maxwell presentations.

Registration will open on Wednesday, July 23 at 10:00 AM and will stay open through the evening to accommodate later arrivals. Registration will be open each morning to accommodate those that arrive later in the week.

During registration you will meet with Credentials to officially check in and receive your voting device. You will receive a voting device assigned to you and it will be your responsibility to return after the last business session. The cost to replace the voting device is $250 and you will be responsible for the replace cost if not returned.

Attire should include polos, Phi Tau gear, or other casual clothing, including shorts and comfortable shoes, for the Universal Studios excursion.

CONVENTION BUSINESS
By authority of the National Council, the National Convention of the Phi Kappa Tau Fraternity is hereby scheduled to convene on July 23, 2025, in Orlando, Florida, at an hour to be announced, to select nominees for all open National Officer positions, to adopt and promulgate legislation, and to take action with respect to such other matters as the Convention may deem advisable.
Let us approach this convention in the Spirit of Brotherhood with patience and understanding. As we strive to create a memorable experience for everyone, we may encounter unexpected challenges that require us to pause and reassess. Let us extend kindness and support to everyone working tirelessly to ensure that your Convention experience is exceptional.
Together, let us nurture a culture of brotherhood, learning, and ethical leadership, embodying the values that make our fraternity strong. By doing so, we not only honor our fraternity's ideals but also create a positive and lasting impact on our Brotherhood.

LEGISLATION DEADLINES
Constitution, Statutes, and Binding Resolutions Process:

There are four categories of legislation that may be proposed at the convention: Constitutional Amendments, Statutory Amendments, Binding Resolutions, and Non-binding Resolutions. The rules for each are set forth below.
Any legislative motion in writing, by a properly credentialed voting Delegate of the Convention or otherwise have such privileges. All proposed legislation must be presented in writing to the Chief Executive Officer and in accordance with the required timelines. Additionally, all submissions will be forwarded to the Governance Committee by the CEO for review for format and structure. Amendments that are not timely proposed will not be considered at this National Convention.
(a) Constitutional Amendments. Constitutional Amendments amend the Constitution of the National Fraternity. The Constitution is the supreme law of the organization. Proposed constitutional amendments require a 2/3 vote of the Convention to pass.
According to the Constitution, any Council (Resident, Graduate, or National) may propose amendments to this Convention.
(b) Statutory Amendments. Statutory Amendments amend the Statutes of the National Fraternity. Statutes clarify and expand upon the Constitution. Statutory Amendments are passed by a simple majority of the Convention.
(c) Binding Resolutions. Binding Resolutions do not directly amend governing documents, but instead, provide direction to the organization (i.e. the National Council or the Executive Office). Binding Resolutions are “binding” insofar as they direct a particular action to be taken. Binding Resolutions require a simple majority vote of the Convention.
(d) Non-binding Resolutions. Non-Binding Resolutions do not directly amend governing documents and do not affirmatively direct a particular action. Instead, they provide the pulse of the body and make recommendations for future action. Non-Binding Resolutions require a simple majority vote of the Convention. Non-Binding Resolutions may be proposed at any time prior to or at the National Convention.

To provide transparency and consideration for all members so that all will know what legislation is being proposed, the rules set deadlines for submission of proposed legislation, initial distribution of proposed legislation to the membership, proposed amendments to the legislation, and final pre-Convention distribution of proposed legislation.
Binding Legislation. All proposed legislation with binding effect (including proposed amendments to the Constitution or Statutes and binding resolutions) must be presented in writing to the Chief Executive Officer no later than April 24, 2025 . Any proposed legislation submitted within ninety (90) days of the National Convention or presented from the floor of the National Convention, may only be proposed as a non-binding resolution.
Non-Binding Legislation. All proposed non-binding resolutions should be presented to the Chief Executive Office no later than June 8, 2025 in order to be published prior to the Convention for review and consideration by the membership. All non-binding resolutions presented after June 8, 2025, will not be distributed prior to the Convention, but will be presented to the Convention for consideration.

Step 2: May 9, 2025 – Initial distribution of proposed legislation to delegates.
Step 3: June 8, 2025 – Deadline to submit amendments to the initial proposed legislation.
Step 4: June 23, 2025 – Deadline for the submitter to accept/reject friendly amendments.
Step 5: July 9, 2025 – Final distribution of legislation and amendments to be voted on at the convention.
Non-Binding Resolutions Deadlines:
Non-binding resolutions may be submitted at any time, including at the National Convention. Delegates are strongly recommended to submit resolutions by June 8, 2025 for distribution to delegates .
